Since its incorporation as an indigenous organisation it has been, and is still enjoying patronage from quite a number of clients in the oil industry. Ambuco Cee Int’l Oil and Gas Nigeria Limited as an indigenous firm, it has already carved a name for itself in the sector where it operates.

HSE POLICY STATEMENT


HSE PLAN LEADERSHIP AND COMMITMENT
The policy of HSE and manual in our organization is given a priority as the management and staff act as prime movers in all matters relating to HSE in our operations, management of the firm provides adequate resources of HSE issues. The organisation ensures that efficient and component persons are engaged in the handling of issues affecting its HSE is an important aspect of our core business operation. It is the declared policy of Ambuco Cee Int’l Oil and Gas Nig. Ltd to conduct its business and to execute its project in such a way that the environment is not degraded in any form. We shall also aim at ensuring that all our equipment and personnel at wor5k sites are secured through deliberate efforts aimed at ensuring that we enjoy the good will of host community. We realised that all places we work there are people the owners of the land in which we work. These people have feelings which we must take into consideration while planning work. It is also now the policy of the company to appraise each of our operations with a view considering all possible things that could go wrong and to put in place pro-active actions, policies and measures that will ensure that the identified hazards do not occur, it is therefore in realisation of this prime objective that a HASE manual has been drawn up. It is the management policy to:

  • Ensures management commitments to safety awareness among our employees.
  • Provide a safe working for all employees and thereby prevent accident.
  • Maintain our plants and equipment properly in other to prevent breakdown and eliminate hazards or accidents.
  • Conduct our business in a most safe and efficient manner to prevent injury to the staff and conserve the company’s material resources, by appraising all our operations to identify all possible hazards.
  • Train our employees in order to safely create awareness in them that will enable them recognize unsafe situation and take steps to eliminate the hazards and so prevent accidents.
  • Put in place HSE management structure to ensure the realization of the above objective.
  • Since HSE cost money, to set aside adequate resources that will help in the resources that will help in the realization of the stated objective.
  • Carry out public relation actions with host communities to ensure cordial relationship and at the same time make conscious efforts to ensure that our equipment on site are secured.
  • Take all cashes considerations first and foremost in planning all our activities where a hazard is identified and no acceptable prevent able measures is put in place to forestall the occurrence of such hazard is identified and no acceptable preventable measures is put in place.
  • Make conscious effort to identify with the aspiration of host communities through direct assistance to community development efforts.

  • The overall responsibility for HSE is a line management. Accordingly, all categories of staff will be made to be fully committed in ensuring the realization of the stated objectives It is recognised that the occurrence of accident can be eliminated to a large extent if all forms of UNSAFE ACTS are eliminated, and if all possible hazards are identified at the planning stage of projects and if preventive measures are put in place. In order to safeguard losses to life and property (since accident, if allowed to occur causes loss of life and property or injury). Management will constantly monitor laid down HSE regulations to ensure strict adherence by all employees of this company.

    ORGANIZATION OF HSE


    The organisation of the company HSE is a team affair. However the structure outlined below is meant to enhance good management and monitoring. Development of corporate HSE policy is based on inputs from the HSE committee. The HSE co-ordinator and staff. The HSE committee is made up of the Managing Director as Chairman, the Technical Director, The Administrative/Personnel officer and the Senior HSE co-ordinator as the Secretary. Every staff is encouraged to make inputs on the company’s HSE.

    MANAGEMENT COMMITMENT OF HSE AND MONITORING OF HSE


    Having formulated the HSE policy, and HSE manual: management will show commitment to these stated objectives by:

  • Providing the resources to achieve them.
  • Commit itself to participating in all HSE meetings, seminars and drills.
  • Conduct regular site visits to ensure compliance with HSE and observe site situation to ensure that no potential hazard has been overlooked during the planning staff of the project.
  • If any is observed, to immediately put in place corrective measures to prevent the occurrence of the perceived hazard.
  • Reward safety conscious workers as incentives for better performance.
  • Set aside a project bonus for each project that is completed safety.
  • Punish violation of laid down HSE regulations as a deterrent.
  • Encourage constant inputs workers on all aspects of HSE management and formulation.
  • Ensure that each worker has a copy of the HSE policy statement and understands the contents.
  • Hold regular HSE meetings and drills both on site and at work place.
  • Sponsor workers for HSE training and also conduct regular in-house trainings.
  • Constantly evaluate set objective quarterly.
  • All workers will be made to understand the line management principle in HSE management. They will also be made to understand all HSE work procedure for each job they are to do before start of the project.
  • Measure performance of HSE will be done by company set targets as against actual achievements.
  • Ensure that the hazard management form the hazards management registers and the hazard audit forms are tools for pro-active actions, which must be taken seriously and properly kept on site.

    COMMUNITY AFFAIRS POLICY


    It is the policy of Ambuco Cee Int’l Oil and Gas Nig. Ltd to maintain cordial relationship with the host communities through deliberate activities aimed at identifying with the aspirations of the host community. As part of the measures we shall; a. Employ all casual labour from host community b. Sub-contract any aspects of the job that a competent hand from the community could handle c. As we among them, we shall try and live like them d. We shall respect the customs of the community e. We shall not meddle into the internal politics of the community f. We shall identify with the developmental aspirations of the communities we work with g. We shall maintain a good communication channel with host communitY.

    ALCOHOL AND DRUG POLICY


    The Company recognises what harmful effects dependence on drug or alcohol could have on the workers. It is therefore the policy of the company that: No worker that is known to be a drug or alcohol dependent is retained in the services of the company. The use of alcohol or illegal use of drugs will not be permitted in the company. No form of alcoholic drink could be brought into the company premises; staff will be continually educated on the dangers of dependence on even the legal drugs. Company may at its discretion conduct tests on suspected worker for drug or alcohol dependence consumption by any staff of the company will not be encouraged for as long that staff remains in the employment of Ambuco Cee Int’l And Gas Nig. Ltd use of even the so-called legal drugs must be by prescription.

    SMOKING POLICY


    The company operates a no smoking policy in all its working sites, offices and company houses whether they be cigarettes, cigars or pipe. Not only we recognize that smoking is harmful to both the person smoking nd those around him, we see it also as sinful.

    SECURITY POLICY


  • In view of the importance of the prominence given to security in our operations, conscious effort will be made at all time to secure all our equipment both at work sites and the office.
  • We shall through deliberate public relations activities maintain good working relationships with the host communities.
  • Planning of projects will also take into consideration the need to ensure the security of the workers on site including the equipment for the work.

    SAFETY AT OFFICE


    In order to guarantee life, and maintain healthy working environment at office, we must insist on good housekeeping at all times. It is therefore expected of all employees to keep all offices, workshops, yards. In particular daily general cleaning and maintenance repairs of equipment will be enforced. Waste bins provided in all offices.
    Floors are kept clean and free form oil, grease, muds and all slippery substances. At the close of work, all electrical equipment and internal lighting are put off leaving only security lights, which are under the control of our security men. Fire extinguisher are provided are provided in offices and a strategic points for use in event of fire.
    First aid boxes and adequate medical supplies are provided for workers. First aid box will always be handy at work sites, and serve to provide temporary medical assistance to the sick and injured employee. The use of narcotic drugs and alcohol is prohibited during official hours and staff flouting this rule, shall face instant dismissal.

    SAFETY TRAINING PROGRAMME


    The company shall on a continuous basis invest on the training of its employees, in order to promote and sustain safety, thus enabling them to work safely and efficiently. The aim will be to ensure that each employee recognizes hazard that could lead to injuries and to take steps to eliminate them.     OCCUPATIONAL HEALTH POLICY


    Ambuco Cee Int’l Oil & Gas Nig. Ltdrecognizes the importance of healthy workforce, we are therefore committed to: Ensuring that at all times in our operations due consideration must be given ot the health of the workforce That the workers are not exposed to avoidable health hazards, we will ensure that we retain the services of a well-equipped hospital to attend to the health needs of staff. We will encourage staff to maintain those styles that enhances good health. Where it is unavoidable to expose workers to such harmful substances as radioactive substances, such exposure must be within international acceptable limits.

    SAFETY AT WORK SITE


    Work site presents a most hazardous environment to the occurrence of accidents. For this reason, adequate safety precautions must be taken to ensure that the work site is reasonably safe for working, special attention is addressed to the following areas: building sites shall be fenced round and proper housekeeping maintained to avoid exposure of workers to hazards and injuries. Sites must be kept free of slippery substances E.g Oil, Sharp objects such as Nails, metal scraps and pieces of wood, corrosive and poisonous substances. Adequate and proper road warning signs shall be conspicuously displayed to warn users, and to show what direction to follow.

    ROAD SAFETY POLICY


    Road safety and the avoidance of all forms of accidents are major areas of concern to management. Management accepts the fact that accidents to occur, but are caused by actions of persons. This is particularly true of road accidents. For this reason adequate attention is given to the condition of vehicles and plants, journey management and health condition of drivers and operators, so as to ensure that no journey is undertaken unless a proper assessment of the proposed road condition of the vehicle to be used for the journey must be ascertained and also the health condition of the driver is not to be overlooked made.
    All light vehicle drivers and front seat passengers must fasten their seat belts while the vehicle is in motion, speed limits relative road condition must be adhered to, all traffic rules and regulations observed speed limit stands at 100km/hr maximum. Maintenance schedules is drawn up for plants and vehicles are in good working condition at all times, paying special attention to brake, steering alignments, suspension, horn and tyres. Only trained and experienced drivers, who are physically alert are deployed to drive. Drivers must hold valid driving license, and be up to date with traffic codes in force, and be familiar with road signs.
    Heavy duty drivers shall have a motor mate while on duty. All materials to be conveyed must be secured to the vehicle to avoid falling off and causing hazard to life and property. Warning signs and flags or light will be provided where the load being conveyed protrudes. No open body vans, pick-ups, or trippers are to be used for transporting personnel to and from work sites.

    MALARIA PROPHYLAXIS POLICY


  • This is the policy that requires all staff to undergo malaria parasite test every three months for all the workers working the fields.
  • Adequate records on marine attack on its workers are kept and sickness absenteeism monitoring is put in place to help the management.

    AIDS POLICY


    The matter of a AIDS is now a real problem both to the nation and individual alike. In recognition of this, Ambuco Cee Int’l Oil and Gas Nig. Ltd policy on AIDS centre’s on

  • New employees must undergo HIV test to identify their status.
  • Old employee will periodically be encouraged to undergo HIV test
  • More importantly, company will educate its employees on various modes of contacting the disease and encourage staff to take necessary known measures of prevention.
  • Old and new employees that are to be HIV positive will be encouraged to take advantage of Government initiative on helping carriers to cope with their HIV status

    A great premium is placed on protective wears in the course of work. For this reason the company is committed to providing varieties of safety wears to workers. Such wears includes; Safety boots, helmets, hand gloves, welding goggles, life jackets, Ear protectors, Life rafts and coverall for cleaners etc. painters are provided with respirators and site supervisors are under strict instructions to take disciplinary actions against staff who default in wearing protective clothing issue to them while at work site.

  • To give the project manager responsibility and authority to verify that the manual stipulations are followed.

The functional responsibilities shall be such that there is no overlap of duties or conflict of responsibilities.

    Organisational Structure
     The managing director of Ambuco Cee Int’l Oil & Gas Nig. Ltd is responsible for establishing strategic plans and objectives. He supervises and checks all systems and routines. He is responsible for defining and delegating responsibility, authority and tasks to the company.
     The Project Manager reports to the managing director. He is responsible to ensure that the work is performed in full accordance with the contract requirements.
     Each project head is responsible for the Quality Assurance of all works performed by his staff, whether this staff is working in a project management position or providing support services in the way of interdisciplinary co-operation.
